Tartaglia is an on-field Hydro DPS and enabler. He works particularly well in a Vaporize team with Xiangling, as this allows him to Vaporize his Burst while also enabling Vaporize consistently for Xiangling.

Optimal Skill duration for [C0]: 7s, 9s or 12s.

Optimal Skill duration for [C1]: 9s, 11s or 14s.

Melee Burst: Only to be used in situations where you need only 1 rotation to clear as the Energy Recharge requirement to maintain Burst uptime is quite high (170-190%), you'll always want to start your rotations with Ranged Burst since it refunds energy to maintain your rotation well.

Tartaglia is calculated with Bennett, along with shorter rotation for a controlled setting

Polar Star: Dynamic Stacking, will be done alongside of stacking (4)
Hunter's Path: Makes Elemental Mastery highly valuable, especially in rotations like N2C or N1C.
The Viridescent Hunt: Offers a valuable passive that helps a lot in grouping enemies, which can offer a ton of damage from Riptide. At [R5] this weapon performs almost as well as .
King's Squire: Have to change double Swirl setup to use a Charged Attack instead of a Skill
Scion of the Blazing Sun: Assumed first Charged Attack does not get the passive. At [R5] this weapon performs as well as [R1] - due to this reason, it is better to get from the Battle Pass.
Blackcliff Warbow: Assumed 1 stack. At [R5] this weapon perform as well as .
Hamayumi: Assumed weapon passive is not doubled.
Mouun's Moon: Assumed 260 Burst Cost in total. At [R5] this weapon performs as well as .

Regarding Artifact Choices:

Sets

+18% ATK set (2): This set with +15% Hydro DMG Bonus set (2) is only about 1-2 substats behind (4), you can opt out for this option instead if you already have decent pieces.
Shimenawa's Reminiscence (4): Due to this set requiring Tartaglia to have around 150% Energy Recharge to reliably Burst every rotation, it falls behind the other options. However, it outperforms (4) if used in a single rotation setting (ignoring Energy Recharge).
